NOTIFICATION

Enrollment of PhD students in Nutrition, course 20, year 2024

                                          Dear:     - Departments and Offices under the Ministry of Health;

Pursuant to Circular No. 18/2021/TT-BGDDT dated June 28, 2021 of the Minister of Education and Training promulgating the Regulations on enrollment and training for doctoral degrees;

Pursuant to Decision No. 218/QD-VDD dated March 1, 2024 of the Director of the Institute of Nutrition on promulgating the Regulations on  admission and  training for doctoral degrees.

  Pursuant to the Plan and recruitment targets for PhD students in Nutrition, course 20, 2024; The Institute of Nutrition announces the recruitment of PhD students in Nutrition, course 20, 2024 as follows:

II.  TRAINING OBJECTS AND FORMS 

1. Object

a) Have a master's degree in the following majors: Nutrition, Dietetics, Community Nutrition, Sports Nutrition; or

b) Have a master's degree in a relevant major or a major close to Nutrition, must study and submit additional certificates of specialized subjects of the Nutrition master's training program according to regulations; or

c) Have a regular university degree with honors or higher in the correct major of Nutrition or a major suitable for Nutrition.

     The correct degree and appropriate major of the candidate applying for the doctoral program are specified in Appendix 1 attached.

 2. Training form: 4-year non-concentrated system

III. CONDITIONS FOR APPLICATION

     According to Decision No. 218/QD-VDD dated March 1, 2024 of the Director of the Institute of Nutrition on promulgating the Regulations on  admission and  training of doctoral level  on the conditions for admission of doctoral students as follows: 

1. General requirements for candidates applying for PhD training in nutrition at the Institute of Nutrition:

a) All Vietnamese citizens; or

b) Overseas Vietnamese; or foreigners.

2. Degree requirements:

a) Have a master's degree in the following majors: Nutrition, Dietetics, Community Nutrition, Sports Nutrition; or

b) Have a   master's degree in a relevant major or a major closely related to nutrition as prescribed; or

c) Have a regular university degree with honors or higher in the correct Bachelor of Nutrition major or a major suitable for the nutrition major according to regulations.

The correct degree and appropriate major of the candidate applying for the doctoral program are specified in Appendix 1 attached.

3. Seniority conditions

Candidates applying for doctoral training with a master's degree must have  the following research experience  and/or work experience:

a)  Have a master's thesis of a research-oriented training program suitable for the field  of application ; or

b) Have published scientific articles or reports relevant to the field of  application ; or

c) Have worked for 02 years (24 months) or more as a lecturer or researcher at training institutions and scientific and technological organizations.

4. There is an essay on the research proposal that presents the following contents:

a) Reasons for choosing the topic and field of research;

b) Goals and expectations when registering for graduate study;

c) Reasons for choosing the training institution (where the candidate registers for admission);

d) Intentions and plans to achieve desired goals;

e) Experience (research, practice, social activities and other extracurricular activities);

f) Expected employment and further studies after graduation;

g) Suggest a mentor (if any).

5. Have a research topic outline according to regulations.

6. Two letters of recommendation from two scientists with scientific titles such as professor, associate professor or doctorate in the same field; or one letter of recommendation from a scientist with scientific titles or doctorate in the same field and one letter of recommendation from the head of the candidate's work unit. The letter of recommendation must include comments and assessments on the candidate's capacity and qualities, specifically:

a) Moral qualities, especially professional ethics;

b) Professional capacity;

c) Working method;

d) Research ability;

e) Ability to work in a team;

f) Strengths and weaknesses of the candidate;

g) Professional development prospects;

h) Other comments and level of support and recommendation for research.

7. Announced construction conditions:

a) For candidates with a master's degree in nutrition or community nutrition: be the author of 01 article or report related to the intended research field published in a scientific journal or conference proceedings, specialized scientific seminar with peer review within 03 years (36 months) from the date of application.

b) Candidates with a master's degree in a related field or another field: are the authors of at least 02 articles or reports related to the intended research field published in scientific journals or proceedings of specialized scientific conferences and seminars with peer review within 03 years (36 months) from the date of registration.

8. Foreign language proficiency requirements for PhD candidates who are Vietnamese citizens

8.1. Candidates who are Vietnamese citizens must meet the foreign language proficiency requirements as demonstrated by one of the following diplomas or certificates:

a) A university degree or higher issued by a foreign training institution, a branch of a foreign training institution in Vietnam or a Vietnamese training institution to a full-time student in a foreign language;

b) Or a university degree in foreign languages ​​issued by a Vietnamese training institution;

c) Or have one of the foreign language certificates that is still valid as of the date of application or other foreign language certificates equivalent to level 4 (according to the 6-level foreign language proficiency framework for Vietnam) announced by the Ministry of Education and Training according to the provisions in Appendix 2 attached.

8.2. Candidates who are foreign citizens and register to study a doctoral training program in Vietnamese must have a Vietnamese language certificate of at least Level 4 or higher according to the Vietnamese Language Proficiency Framework for Foreigners and must meet the second foreign language requirement decided by the Director of the Institute, except in the case of being a native speaker of the language used in the Institute's doctoral training program in nutrition.

9. Commit to fulfill financial obligations for the training process according to the Institute's regulations (pay annual tuition fees according to regulations)

11. Priority subjects and policies

11.1. Priority subjects: Candidates who are given priority in graduate student admission are those who belong to the following subjects:

a) Candidates who have worked continuously for 2 years or more (as of the application deadline) in localities defined as Region 1 in the current regulations on regular university and college admissions. In this case, candidates must have a decision to accept work or transfer or second work from a competent agency or organization;

b) War invalids and people enjoying policies like war invalids;

c) Children of martyrs;

d) Hero of the armed forces, hero of labor;

d) Ethnic minorities with permanent residence registration for 2 years or more in the locality specified in Point a of this Section;

e) Children of resistance fighters infected with toxic chemicals, recognized by the Provincial People's Committee as having deformities, disabilities, or reduced ability to self-reliant in daily life and study due to the consequences of toxic chemicals.

11.2. Priority policy

Candidates with priority categories will receive an additional ten points (on a 100-point scale) to their total score. Candidates with multiple priority categories will only receive one priority.

12. Special cases will be considered and decided by the Director.

 IV. ADMISSION FORM

- Review application;

- Evaluate research proposal and research outline before the Institute of Nutrition's Expert Council.

V. APPLICATION DOCUMENTS FOR DOCUMENTARY STUDENTS

1. 01 Application documents include:

1.1. Application form with confirmation of working time in the applied field from the management agency

1.2. Notarized copies of university degrees, university transcripts; master's degrees, master's transcripts; proof of foreign language proficiency

Candidates who have graduated from university or postgraduate studies abroad must have a certificate of degree clearly stating the major/specialty from the Department of Quality Management, Ministry of Education and Training, accompanied by a notarized translation of the transcript; If necessary, the Institute can establish a Council to assess the suitability of the major/specialty studied abroad compared to the major registered for admission.

     1.3. CV with photo, stamped border of photo and pages, confirmation from management agency or confirmation from local authority for independent candidates. CV must clearly state and confirm no suspension of study, no disciplinary action during training or during work

1.4. Scientific CV certified by the agency

1.5. Official dispatch or decision to send for recruitment from the competent authority deciding on personnel or a commitment not to work or sign a contract with any agency/organization at the time of registration (independent candidates).

1.6. Health certificate with photo (according to Circular 14/2013/TT-BYT dated May 6, 2013 guiding health examination) within 6 months from the date of application submission.

1.7. Intended instructor's approval letter

1.8. List of documents proving the candidate's scientific research

Copies of articles (including scientific journal covers, table of contents and full text of articles), accepted scientific research topics with evidence (topic assignment decision, acceptance minutes, topic acceptance decision) and certificates of merit for scientific research achievements (if any)

1.12. Two letters of recommendation from scientists with the title of professor, associate professor or with a doctorate in science or doctorate who have participated in professional activities with the applicant and are knowledgeable about the field in which the applicant intends to research. The person writing the letters of recommendation must be different from the person expected to supervise.

1.13. Legal documents on priority subjects and other related documents (if any)

1.14. Two 3x4 cm photos (taken within the last 6 months), clearly write full name, date of birth, major applied for on the back of each photo and on the envelope.

2. Candidates are responsible for submitting complete application documents and registration fees as prescribed, on time to the Institute. Any changes or omissions must be fully supplemented at least 07 working days before the examination date.

3. The documents are arranged in the above order, kept in the personnel file bag and made into 01 set.

VI. APPLICATION FEE

- Application fee: 50,000 VND/candidate/application

- Application receiving and processing fee: 250,000 VND/1 candidate

- The essay review and evaluation board fee will be announced later.

VII. TIME FOR   RECEIVING APPLICATIONS AND REVIEWING ADMISSIONS

- Receive application documents for the first round from April 15, 2024 to July 31, 2024 (in person or by postmark) and the second round from August 1, 2024 to September 30, 2024

 - Expected admission: Round 1 August 2024; Round 2 November 2024.
