On January 18, 2022, the Prime Minister signed Decision No. 90/QD-TTg approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, with some main contents as follows:
1. General objectives:
Implement the goal of multidimensional, inclusive, sustainable poverty reduction, limit poverty relapse and poverty generation; support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standard, improve the quality of life; support poor districts and especially disadvantaged communes in coastal and island areas to escape poverty and extreme poverty.
2. Specific goals and targets:
-The rate of poor households according to multidimensional poverty standards maintains a decrease of 1.0-1.5%/year;
-The rate of ethnic minority poor households decreased by over 3.0%/year;
-30% of poor districts and 30% of extremely disadvantaged communes in coastal and island areas escape poverty and extreme poverty;
-The poverty rate in poor districts decreases by 4-5%/year.
In particular, the goals of improving nutrition are included in Project 3 "Supporting production development and improving nutrition" which is one of the component projects of the program, with the following goals:
Sub-project 2: Improving nutrition
- Objective: Improve nutritional status and reduce stunting, provide health care, improve the physical condition and stature of children under 16 years old in poor households, near-poor households, newly escaped poverty households and children living in poor districts, particularly disadvantaged communes in coastal and island areas.
- Object:
+ Children under 16 years old from poor households, near-poor households, and households that have just escaped poverty; children living in poor districts, especially disadvantaged communes in coastal, border and island areas;
+ Pregnant and lactating women, households, medical facilities, schools in poor districts, especially disadvantaged communes in coastal and island areas.
- Support content:
+ Support access and direct intervention to prevent malnutrition and micronutrient deficiencies for mothers and children under 5 years old in poor and near-poor households; people living in poor districts, especially disadvantaged communes in coastal and island areas;
+ Strengthen activities to improve the quality of school meals and nutrition care education; intervene to prevent micronutrient deficiencies; protect and provide nutritional care for school children (children from 5 to under 16 years old).
- Implementation assignment:
+ The Ministry of Health presides over and coordinates with relevant ministries, branches and agencies to organize implementation;
+ The Provincial People's Committee directs the Department of Health to preside over and coordinate with relevant departments, branches and sectors to organize implementation in the area; inspect, monitor, evaluate and synthesize reports on implementation results according to regulations.
- Capital and capital sources:
Total capital requirement: 2,000 billion VND, including:
+ Central budget: 1,000 billion VND (career capital);
+ Local budget: 500 billion VND (career capital);
+ Other legally mobilized capital: 500 billion VND.
