Three (03) consecutive notifications of food meeting import requirements under strict inspection for batches and items transitioning from strict inspection to regular inspection (originals);

Before or upon the arrival of goods at the port of entry, the importer submits the inspection registration dossier to the National Institute of Nutrition or through the National Single Window Portal – Ministry of Health’s subsystem.
Within one (01) working day from the date of receipt of the dossier, the National Institute of Nutrition reviews the dossier and verifies the declaration against food safety regulations and technical standards:
If the dossier is complete and compliant, the Institute issues an inspection registration certificate to the enterprise.
If the dossier is incomplete, the Institute requests modifications or supplements, specifying the reasons and legal basis for such requirements.
Within two (02) working days from the issuance of the inspection registration certificate, the Institute issues a notification on whether the food meets import requirements.

Within five (05) working days from the date the enterprise notifies that the goods have arrived at the storage warehouse, the Institute collects samples, conducts testing of food safety criteria as required, and issues a notification on whether the food meets import requirements.
In cases where the notification states that the food does not meet import requirements, the National Institute of Nutrition determines the handling measures in accordance with regulations and reports the results of the non-compliant food handling to the relevant regulatory authorities.
The applicable fees are stipulated in Circular 279/2016/TT-BTC dated November 14, 2016, issued by the Ministry of Finance, as follows:
Fee for import food batch certification: VND 1,500,000 per batch + (number of items x VND 100,000 per item), up to a maximum of VND 10,000,000 per batch.
Testing fees: Applied according to the prescribed rates for each test parameter.
The Institute notifies the importer of the applicable fees. The importer can pay via bank transfer or in cash and receive an invoice from the Institute.
